If you are outside the UK you will not be able to use bbc.co.uk/torchwood for rights reasons.
Seriously? I’ve run across some regional restrictions before, usually when they’re trying to market the show here and abroad at different times, but it’s usually confined to streaming video content. They’re saying they can’t legally show me the entire site?
